Joseph Gillan is a consulting economist specializing in the evaluation of regulatory policies and related business opportunities in the telecommunications industry.  Gillan has M.A. and B.A. degrees in economics from the University of Wyoming.  Prior to starting his consulting practice, Gillan was on the staff of the Illinois Commerce Commission and was vice president–strategic planning at US Switch.  Gillan has testified more than 300 times before 40 state commissions, the FCC, the Federal-State Board on universal service, and the Canadian Radio-Telecommunications Commission.  Mr. Gillan also teaches at the annual Regulatory Studies Program at Michigan State University, and serves on the advisory council to the Center for Public Utilities at New Mexico State University.  In 2008, Mr. Gillan was named to the Board of Directors of the Universal Service Administrative Co.
